A Vietnamese oil tanker earlier seized by Iran was free in open water Wednesday, ending the latest maritime confrontation involving Tehran amid stalled negotiations over its tattered nuclear deal with world powers. The Sothys left a position off Iran’s Bandar Abbas port and had reached international waters in the nearby Gulf of Oman early Wednesday, data analyzed by The Associated Press from MarineTraffic.com showed. The vessel appeared anchored there, but there was no information about its crew. Shahrokh Nazemi, a spokesperson for Iran’s mission to the United Nations, told the AP on Wednesday that “Sothys left Iranian waters last night after transferring the oil.” Vietnamese officials could not be reached for comment, though its officials earlier acknowledged trying to obtain more information about the seizure from Iran. Iran’s powerful paramilitary Revolutionary Guard troops on Oct. 24 took control of the MV Sothys, a vessel that analysts suspect of trying to transfer sanctioned Iranian crude oil to Asia. U.S. forces had monitored the seizure but ultimately didn’t take action as the vessel sailed into Iranian waters. Iran later celebrated its capture of the vessel in dramatic footage aired on state television, the day before the 42nd anniversary of the 1979 seizure of the U.S. Embassy in Tehran. The Sothys had been on the radar of United Against a Nuclear Iran, a New York-based advocacy group long suspicious of the Islamic Republic. In a letter dated Oct. 11 addressed to the Vietnam Maritime Administration, the group said its analysis of satellite photos showed the Sothys received a ship-to-ship transfer of oil in June from an oil tanker called the Oman Pride. The U.S. Treasury identified the Oman Pride in August as being used to transport Iranian oil as part of a smuggling scheme to enrich the Guard’s expeditionary Quds Force. That Iranian oil ends up being sold into East Asia, the Treasury alleged, without identifying a specific country. Iran’s seizure of the Sothys would be the latest in a string of hijackings and explosions to roil the Gulf of Oman, which sits near the Strait of Hormuz, the narrow mouth of the Persian Gulf through which a fifth of all traded oil passes. The U.S. Navy blamed Iran for a series of limpet mine attacks on vessels that damaged tankers in 2019, as well as for a fatal drone attack on an Israeli-linked oil tanker that killed two European crew members earlier this year. Just a few months ago, Iranian hijackers stormed and briefly captured a Panama-flagged asphalt tanker off the United Arab Emirates. Tehran denies carrying out the attacks, but a wider shadow war between Iran and the West has played out in the region’s volatile waters since then-President Donald Trump withdrew the U.S. from Iran’s nuclear deal in 2018 and imposed crushing sanctions on the country.
There is little doubt that scores of M+ visitors will be looking out for a highly controversial piece by mainland contemporary artist Ai Weiwei when the mega museum opens to the public next Friday. Will they find that particular piece, which features Tiananmen Square in the background? Although Betty Fung Ching Suk-yee, chief executive of the West Kowloon Cultural District Authority, stopped short of answering this directly, it is only to be expected that those eager to see the exhibit - whether out of personal curiosity or for other reasons - will be disappointed. The chance of this particular piece - which features a middle-finger gesture in front of the square - seeing the light again is very slim under the current political landscape. The work was part of a collection donated by Swiss collector Uli Sigg three years ago, well before the national security law that was enforced here at midnight of June 30 last year. The Standard Channel More>> When revealed to the public by the media, the piece was immediately greeted with mixed reactions - including rounds of condemnation from pro-Beijing politicians and supporters. Although it was then permissible to be displayed publicly without fears, would Fung - a seasoned administrative officer from the government - allow it to be publicly exhibited now that the far-reaching national security law has been in force for over a year? The answer is obvious, despite Fung's witty reply to a media question that any pieces that may violate the law would not be exhibited. Nobody has concluded whether or not the Ai piece breaches the law. But no one in the cultural district authority would be prepared to take the chance after seeing many people locked up without bail pending trial under the national security law for acts that would have been okay in the past. The Ai exhibit may be an isolated case, but it is of sufficient concern to pose a dilemma that the cultural district authority will have to face in the longer term. Donations are a common way for world-class museums to acquire exhibits and it is extremely rare for a museum to cherry-pick items to accept what it likes and refuse what it doesn't. Otherwise, philanthropists would be deterred from donating to the museum, narrowing their sources of exhibits that would undermine their growth to become truly top class in the long run. So what exactly will the public see when M+ opens to them for free next week? Presumably, the exhibits will be carefully selected from the 7,700 items that the museum already has in its possession. Some may still be critical from a sociological perspective but none will be anywhere near the political red line. While Fung won't let this happen, it can be anticipated that the cautious approach will also invite criticism from some corners of society. In the SAR, the arts are not risk-free.
Australia’s highest court ruled on Wednesday that a police officer cannot use his law enforcement job as a defense against a charge of murdering an Indigenous man. The seven High Court judges unanimously agreed that Constable Zachary Rolfe could not rely on a statute that states a police officer is not “civilly or criminally liable” for performing law enforcement work “in good faith.” The ruling is a win for prosecutors who have charged Rolfe with murdering Kumanjayi Walker in a bedroom of his family home in the central Australian Indigenous township of Yuendumu on Nov. 9, 2019. Rolfe shot the 19-year-old three times during an attempted arrest. The Standard Channel More>> He could become the first police officer to be convicted in Australia of unlawfully killing an Indigenous person. Walker had stabbed Rolfe with a pair of scissors during a struggle. The murder charge relates to the second and third shots that killed Walker and that prosecutors allege were unnecessary. The High Court heard a challenge by prosecutors to the Northern Territory Supreme Court’s interpretation of defenses available to Rolfe. Five Supreme Court judges found that Rolfe could claim immunity from criminal liability under a law that protects police officers acting “in good faith in the performance or purported performance” of law enforcement duties. The judges ruled that a jury should decide whether Rolfe’s actions fitted the criteria of the immunity clause. But the High Court ruled that legal protections for police officers doing their job were “subject to constraints, such as doing only that which is reasonable and necessary.” He could defend himself with other arguments, including that he had killed Walker in self-defense or in defense of police colleagues. Rolfe, 30, has pleaded not guilty to the murder charge. He would face a potential sentence of life imprisonment if convicted. His trial had been delayed until after the High Court made its ruling. He is out on bail and lives with his parents in Canberra, the national capital where the High Court is based. He has been suspended with pay from the Northern Territory Police Force since he was charged. Walker’s death was protested at rallies around Australia that followed the death in custody of George Floyd, a Black man, in the United States last year.

From November 17, non-Hong Kong residents who are not fully vaccinated will not be allowed entry into Hong Kong, according to a government announcement on Wednesday. It was announced that New Zealand will be reclassified into medium risk “Group B” in the government's anti-epidemic measures. The adjustment will take effect at midnight on November 17. Currently, New Zealand is the only overseas country in the low risk “Group C”. In other words, no overseas place will be regarded as low risk following the change. Under Hong Kong's three-tier grouping, non-Hong Kong residents who are not fully vaccinated will not be allowed entry if they come from medium or high-risk countries. The Standard Channel More>> Hong Kong residents returning from medium risk countries, who are not fully vaccinated, will be subject to 21-day compulsory quarantine at quarantine hotels. Fully vaccinated persons will be subject to 14-day compulsory quarantine at designated quarantine hotels. "New Zealand authorities have announced earlier that they would pursue the policy of 'living with the virus' and have set their full vaccination target. We note that the number of confirmed cases there has been increasing. As the risk of the importation of cases has heightened, we must tighten the quarantine requirements for persons arriving at Hong Kong from New Zealand,” a government spokesperson said. As for high-risk Group A regions, only Hong Kong residents who are fully vaccinated are allowed to return to the SAR. They must complete a 21-day compulsory quarantine. A government website lists the categorization of various countries, and the border control measures which apply.
